9 – 9:30am: Police Dept update
*Police detail policy
*Noise bylaw/ordinance, enforcement of review samples of surrounding towns
9:30am – end of meeting: Administrative
Approve 9/8/14 minutes
Sign/review Treasurer and Accountant warrants
Continue discussions on instituting performance reviews; review all samples
Town records (create policy for town records and update on cemetery and burial records being returned to town hall)
Create survey regarding Saturday office hours/additional town hall help
Review mail
Review City & Town article and further discuss appointed vs elected Treasurer and Collector positions
Continue discussions on policy for coverage for part time offices
ECAC Items:
- Recommendation: Gradually condensing the warrant – review samples and continue discussions after town meeting
- Part time positions, policies for pay and time off
- Part time employee and elected official representation on committee
FY16 ATM Warrant Items:
- Amend retiree health insurance bylaw?
- Increase legal expenses line item
- Breaking out the paid positions for the library into director and part time staff for transparency (currently they are lumped together)
- Review capital expense spreadsheet
- Discuss upgrading Transfer Station
Long Range Discussions:
- Compensating unpaid positions on boards and committees
- Monterey School
- Community Center
- Bally Gally property
- Continue discussions on creating a Town Facility Task Force including the transfer station

Massachusetts General Laws Chapter 39 § 23C: Regulation of participation by public in open meetings. No person shall address a public meeting of a governmental body without permission of the presiding officer at such meeting, and all persons shall, at the request of such presiding officer, be silent. If, after warning from the presiding officer, a person persists in disorderly behavior, said officer may order him/her to withdraw from the meeting, and, if he/she does not withdraw, may order an officer.
